Programmer Analyst - Level 3
Summary:
Join our team as a Senior Programmer Analyst to support the modernization of the Student Financial Services (SFS) system. You’ll play a key role in designing, developing, and implementing secure, scalable, and efficient solutions, enhancing the client experience. This role involves integrating new functionalities, improving data accuracy, automating processes, and optimizing online services. You’ll work in a collaborative, agile environment, guiding junior developers and ensuring adherence to secure coding practices. Ideal candidates have expertise in ASP.Net Core MVC, database management, and performance optimization. This is a hybrid position, balancing onsite and remote work for effective project delivery.
 

1.     Background

The Student Financial Services Division (SFS) of Post-Secondary Education, Training and Labour (PETL) requires a new solution that delivers modern online services that better meet clients needs and enhances the client experience.  The current application does provide the client with the ability to submit applications for student financial assistance online but the process is time consuming and cumbersome.  Additional functionality to communicate and pass information between the client and Student Financial Services (SFS) Division staff is out of date and somewhat manual.

 

The goal of this project is to complete the functional design, development, and implementation of a system to modernize and automate requirements.  The project will focus on the following: 

 

·         Pre-Application Development  – Design, Develop and Implement a framework that will be secure, scalable and maintainable to allow for future enhancements

·         Portal Registration – Improve client experience by providing secure, efficient, self-serve functionality

·         Notifications -  Improve communication and lower costs by providing secure electronic communication between SFS and the applicants and reducing the reliance on traditional postal services

·         Online Internet Application - Improve client experience by providing an enhanced user interface and to reduce the time required for assessors to process applications by improving data accuracy and integrity by implementing enhanced data validation.  

·         Data Migration – to allow historical data to be available for review purposes

·         Online Institution Services - Reduce processing time by providing an avenue for Educational Institutions to submit required information related to a student’s program of study in a secure electronic environment. This will decrease the time  Educational Institutions (EIs) spend  preparing and transmitting forms and reduce the need for SFS staff to data enter information received from EIs. 

·         Automated Administration Services - to provide mechanisms for reporting, client surveys, online application form modification and application troubleshooting

Completing these phases will fulfill the goal of Student Financial Services to improve the client experience and streamline Student Aid related services.  It will also enable students to complete the entire student application process online via the SFS client portal.

 

SNB Business Application Services (BAS) is seeking two (2) Senior Programmer Analysts to support the development of new public facing functionality and the integration with PETL’s existing internal Student Financial Services application.

 

This application is currently supported by a Senior Developer/Application Lead with extensive knowledge of the existing application suite, one developer and 2 client subject matter experts. The positions will report to the Manager of Business Application Services.

 

Service New Brunswick (SNB) requires two Senior Programmer Analysts (PA3).

 

The work and services required of the contractors shall be to serve as Senior Programmer Analysts for Service New Brunswick. The PAs will report to the Project Manager who will provide leadership and supervision regarding overall duties and work assignments using regular scrums and task level management.

 

The focus of the Senior Programmer Analyst positions under the terms of this Service Request will be to work as senior developers with other team members to help design, develop, and deploy required changes, upgrades and modifications to the Student Financial Services (SFS) application.  The PAs will be expected to mentor and guide developers at Service New Brunswick in delivering an ASP.Net Core MVC application that is secure, performant, robust, and adaptable.

 

The successful proponents will be expected to produce the deliverables described in Section 11.

NOTE: SNB will only consider proposals identifying one candidate to fill the requested roles.  If bidding multiple candidates, they MUST be submitted as separate proposals.

·         Participate in the analysis, design, development, implementation, integration, and configuration of changes and upgrades to the Student Financial Services(SFS) solution;

·         Participate in the user experience/interface design activities that support development of the SFS solution;
