1.  BACKGROUND
  The Provincial Health Application Services Branch has the overall responsibility to ensure that applications used for
the delivery of programs in the Health sector are operational, maintained, enhanced, optimized, and supported.
Areas of responsibility include business applications that support the Regional Health Authorities and the Department
of Health. It has responsibility for the provision of 24/7 support for a wide range of complex and highly diversified
applications. It also ensures that these solutions are optimized and enhanced; and new solutions are delivered to
meet the ever-changing business requirements of the stakeholders and healthcare environment.
 
2. SERVICES SOUGHT

Service New Brunswick (SNB) requires a single Application Architect
PHAS is seeking assistance of an Application Architect to augment the current eHealthNB technical support team
(Community and Connected Care). The chosen individual’s work will be comprised of a mixture of steady state and
project-based efforts including:
 Research, design, and develop strategies, models, and work plans to enhance the stability, resilience, fault
tolerance of the ehealth NB platform and its components that align with strategic initiatives
 Provide direction and guidance pertaining to solution architecture, including technical design, development
methods and procedures;
 Provide advice and direction to executive management to ensure technology solutions meet the business
needs;
 Plan and forecast in order to manage existing system needs and upcoming system development project
initiatives in a cost effective manner;
 Provide solution architecture guidance and direction to staff and consultants;
 Oversee development of and maintain solution design documents that detail system configurations;

Some after hours and weekend work may be required for the successful candidate, however, any overtime or work
during non-business hours must be approved in advance.

The successful proponent will be expected to produce the deliverables described in Section 11.
The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training
prior to commencing the assignment.
SNB will only consider proposals identifying one candidate to fill the requested role. If bidding multiple candidates,
they MUST be submitted as separate proposals.
3. MANDATORY REQUIREMENTS
SNB seeks a resource that demonstrates the following Mandatory Requirements.
For mandatory requirements, bidders must provide sufficient detail to allow the evaluators to understand the
education, work experience, role, duties and duration (clearly stating from Month/Year to Month / Year). Failure to
provide all required details to verify the experience may result in disqualification of the vendor’s proposal.
Bidders must not alter any portion of the Solicitation or associated documents, with the exception of adding the
information requested by the Solicitation. Bids containing clauses additional to the Solicitation that are “qualified” or
“conditional” may be rejected.

4. SCORED REQUIREMENTS

6. REFERENCES
Vendors are requested to include references as per the table included within the Vendor Response Matrix.
References may be contacted to validate information provided in the Vendor’s response. In the event a poor
reference is received, or in the event references provide information that is different than the information provided
in the Vendor’s response, we reserve the right to disqualify the Vendor’s response from further consideration or
negatively impact the scoring for Section 4.
If SNB is unable to reach the reference(s) provided, or if references are not provided with the response, SNB reserves
the right to disqualify the Vendor’s response from further consideration.
SNB reserves the right to contact references other than those provided, who are familiar with the work of the
Vendor.
7. REPORTING STRUCTURE
The successful candidate will report to Manager Health Application Services, located at HSBC Place 520 King Street
Fredericton, New Brunswick.
8. DURATION/EFFORT
The successful candidate will be required on a full time basis for a period of 12 months, commencing on May 23, 2025
and ending May 22, 2026 .
SNB reserves the right to truncate the engagement, as needed.
SNB may extend the engagement, monetarily, by 25% if it deems necessary.
9. WORK LOCATION AND TRAVEL
The successful candidate is required onsite the duration of the engagement with SNB in HSBC Place Fredericton, NB.
SNB will provide office space with access to pertinent information and resources for the duration of the engagement.
The ability to work remotely may be possible, as required (and only at the clients request and consent).
Travel outside the city of Fredericton is not expected. If the candidate is based outside the Fredericton region, it is the
vendor’s responsibility to pay for the employee’s travel to and from their place of business (or home) and the
Fredericton area. Additionally, the vendor will not charge SNB for employee travel time or expenses.
Suppliers must comply with all GNB health and safety policies and standards including, without limitation, all health and
safety policies and standards related to COVID-19, as applicable.
GNB’s COVID-19 Vaccination Policy amended to April 11, 2022, no longer requires mandatory COVID-19
vaccination for current and new GNB employees who work in vulnerable sectors, including facilities of the regional
health authorities, Extra-Mural/Ambulance NB, corrections, nursing homes or adult residential facilities in the course of
their work responsibilities. Employees working in these settings must, however:

 Be fully vaccinated (three doses), OR
 If unvaccinated, follow all workplace mitigation measures for non-fully vaccinated employees determined by their
employer (such as rapid testing and masking), based on Public Heath guidance, until they are fully vaccinated.
Policy requirements also extend to on-site contractors, sub-contractors, vendors, suppliers and volunteers in
all these vulnerable settings.
Proof of vaccination (3 doses) or compliance with workplace mitigation measures is required for contractors, sub-
contractors, vendors, suppliers and volunteers who access these facilities whether during regular business hours or

Failure to comply with this requirement will result in termination of the contract.
10. SUPPLIED DEVICES
SNB will provide technology devices as required to complete the services requested in this Statement of Work.
11. DELIVERABLES
The successful candidate must deliver the following, in order to successfully complete the engagement:
Prepare proof of concepts for recommended solutions and architecture
 Assist in the development of a road map for the evolution of the eHealth Platform from current to future
state.
 Develop implementation, migration and integration strategies.
 Develop integration solutions that meet business requirements and objectives, while ensuring information
integrity and adhering to standards and best practices
 Provide support for development environments as well as live production systems.
 Monitor and optimize eHealth Platform performance to create high availability.
 Provide support for eHealth Platform as required. After hours support may be required. Compensation will
be based on Service New Brunswick rates for on call, after hours.
 Work with various stakeholders (business teams, project managers, application support teams, database
administrators, vendors, other development teams, etc.) to ensure that any solution is implemented with
success.
 Provide regular status reports to the Manager for Health (eHealth) applications.
 Other duties as assigned, such as update team documentation as required, participate in team scrums as
required, etc.
12. CRITERIA FOR IMMEDIATE DISQUALIFICATION
Candidates will be immediately disqualified from the competition if:
 they do not meet the Mandatory Minimum requirements or years of experience contained in Section 3;

 the proposal does not clearly illustrate how they meet one or more of the Scored requirements contained in
Section 4;
 They do not score at least 70% on the Scored Requirements defined in Section 4;
 They do not score at least 70% on the interview, if conducted;
 The per diems exceed $110.00/hour - standard 7.5-hour work day;
 If SNB is unable to reach the reference(s) provided, or if references are not provided with the response;
 they are unavailable during the timeframe indicated in Section 8.
13. CONFLICT OF INTEREST
Candidates are requested to complete and return the attached Conflict of Interest form (see Appendix A) with their
submission.
The Province may disqualify a proponent for any conduct, situation or circumstance, determined by the Province, in
its sole and absolute discretion, to constitute a Conflict of Interest.
For the purposes of this SOW, the term “Conflict of Interest” includes, but is not limited to, any situation or
circumstance where:
(a) in relation to the Tender process, the proponent has an unfair advantage or engages in conduct, directly or
indirectly, that may give it an unfair advantage, including but not limited to (i) having, or having access to,
confidential information of the Province in the preparation of its proposal that is not available to other
proponents, (ii) communicating with any person with a view to influencing preferred treatment in the Tender
process (including but not limited to the lobbying of decision makers involved in the Tender process), or (iii)
engaging in conduct that compromises, or could be seen to compromise, the integrity of the open and
competitive Tender process or render that process non-competitive or unfair; or
(b) in relation to the performance of its contractual obligations under an agreement for the Deliverables, the
proponent’s other commitments, relationships or financial interests (i) could, or could be seen to, exercise an
improper influence over the objective, unbiased and impartial exercise of its independent judgement, or (ii)
could, or could be seen to, compromise, impair or be incompatible with the effective performance of its
contractual obligations.
Proponents should disclose the names and all pertinent details of all individuals (employees, advisers, or individuals
acting in any other capacity) who participated in the preparation of the proposal; AND were employees of the
Province within twelve (12) months prior to the Submission Deadline.
