DHHS Project Manager- Mid Level
Mid Level Project Manager: Typical Experience: 36-60 months

Position Overview:
This position is assigned to the Department of Health and Human Services (DHHS) – Health Equity Portfolio (HEP). The Project Manager position will support the Portfolio leadership team in planning, executing, and managing critical initiatives focused on health disparities for the department. This position is responsible for planning, executing, and successfully completing projects specifically focused on strategic planning activities which enable the Portfolio (HEP), the Office of Health Equity (OHE) and Office of People, Culture and Belonging (OPCB) to achieve necessary goals within the allotted timelines and budgets. This role demands strong leadership qualities, excellent communication skills, and the ability to manage complex projects across various departments.


Job Specific Responsibilities:
Support the strategic and tactical planning, organizing, and management of daily operations to meet organizational objectives, with a focus on addressing health disparities and public health priorities. 
Develop, maintain, and implement comprehensive project/work plans, including the establishment of milestones and deliverables, ensuring all projects adhere to the approved standards and timelines set by HEP leadership. 
Work with internal stakeholders and external clients to define appropriate concept and create a process to bring project to completion
Develop and define project goals, scope, and deliverables that support business objectives in collaboration with senior management and stakeholders.
Evaluate and report on project timelines to project team and leadership
Support Priority Meetings including communications with HEP and DHHS staff esp.  Secretarial Briefings and external meetings
oPlan agendas and support production of materials 
oRun of Shows, Prep meetings, timelines for completion of task
oMaintain and support completion of task lists which result from Secretarial briefings
Refine the design and support the implementation of the NCDHHS Partner Inventory and Office of Health Equity (OHE) Community and Partner Engagement Resource Materials (i.e. Community and Partner Engagement (CPE) Toolkit/Guide)
oImplement a continuous process to edit partner engagement lists department wide, ensuring accuracy and eliminating duplications
oSupport implementation and utilization of communication platforms, CRM tools, and technologies to engage partners, including the development of materials and facilitation of CPE website updates
oProvide project management support for community and partner engagement meetings, townhalls, Cafecito, etc.
oAlign NCDHHS Health Equity Action Plans and Health Equity Advisory Team initiative with the CPE strategies
Produce deliverables related to every project
Provide technical assistance support for office-specific projects.
oSupport the development of department training that promote employee belonging, effective and fair service delivery investments in human resources
o
oProvide implementation support for HE community and partner engagement opportunities (e.g., state-wide conferences, provider summits, roundtable stakeholder meetings etc.)
oMaintenance and updates of the Workforce Engagement Council network groups and participants
Facilitate and support the development of health care access plans for each division
Collaborate with other project management staff/agencies/consultants to ensure completion of plans, tracking KPIs, compliance with MOUs, deliverables, etc. 
Monitor project progress continuously and make detailed scheduled reports on measurable items, such as milestones and deliverables.
Advise the Deputy Secretary on policy, development, implementation, evaluation, financing, and monitoring issues.  
Coordinate with Directors of offices in the development of operational priorities.
Support team in implementation of informational technology projects including the ServiceNow CRM tool.

Knowledge, Skills, and Abilities Required:

Ability to lead, supervise, and direct the work of a team. 
Ability to proactively identify and manage situations requiring complex communication for internal and/or external audiences. 
Ability to exercise creative and critical thinking in evaluating complex situations and developing solutions. 
Proven knowledge of influencing the direction of projects. 
Ability to identify stakeholders and manage communications to achieve consensus and collaboration. 
Ability to develop and initiate innovations and solutions. 
Broad understanding of the administration of grants and general conceptual understanding of the financing of public health services. 
Considerable knowledge of the principles and practices associated with health program administration and governmental accounting and budgeting practices. 
Experience in exercising judgment and discretion in establishing, applying and interpreting a wide range of administrative policies and procedures. 
Experience of supervising and coordinating the work of professional and technical staff.

Management Preferences:
Master’s degree in public administration, business administration, public health, or health-related field
Advanced certification such as PMP (Project Management Professional) certification is preferred.
Three years or more experience in project management specific assignment  
Previous experience in state government programmatic or project management position; federal grants management experience; and prior job experience involving public health program and working in a liaison role.
Proven track record of managing all aspects of a project lifecycle.
Experience in strategic planning, risk management, or change management
Experience with analytics platforms and CRM products

Minimum Education and Experience 
Bachelor’s degree in Business Administration, Management, Engineering from an appropriately accredited institution or related field and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
