Summary:
Join our team as a Technical Writer to support the Texas Education Agency by creating clear, accessible documentation for the Texas Student Data System (TSDS). This 100% remote role involves developing technical guides, release notes, and customer outreach reports while collaborating with cross-functional teams. The writer will also research and implement documentation best practices in Jira, and train team members to ensure consistency and quality. Ideal candidates have 8+ years of experience in technical writing, customer service, Jira, and training support. TSDS experience is a plus. Strong communication, attention to detail, and organizational skills are essential.
 
DESCRIPTION OF SERVICES

Texas Education Agency requires the services of 1 Technical Writer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Technical Writer 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Technical Documentation (External):

- Create comprehensive and clear Texas Student Data System (TSDS) technical documentation for end users. 

- Ensure all documents are accurate, up-to-date, and adhere to agency standards and accessibility requirements

- Collaborate closely with the Product Owner team to gather necessary information. 

- Documents may include, but are not limited to, simplified promotion logic guides, known software issues, software deployment release notes, and newsletter updates. 

 

Customer Outreach:

- Assist the Product Owner team with outreach to customers during peak TSDS Data Submission periods. 

- Document software and data submission issues reported by Education Service Center (ESC) and Local Education Agency (LEA) customers. 

- Present outreach findings to the Product Owner team, management, and division leadership. 

- Maintain regular communication with customers to understand their needs and concerns. 

 

Best Practice Documentation (Internal):

- Research industry best practices for documenting internal processes and procedures for the Jira application. Analyze current methods to pinpoint areas for improvement.

- Propose, document, and implement these methods to improve the Product Owner team efficiency and usability for future projects and initiatives.

- Train and support team members on the new practices, creating internal documentation to ensure proficiency. 

 

 

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Technical Writing: Proven experience in creating clear, concise, and comprehensive technical documentation.
8 Required Software Documentation: Familiarity with documenting software issues, release notes, and technical guides
8 Required Jira: Experience with Jira or similar application life-cycle management tools
8 Required Collaboration: Strong ability to work closely with cross-functional teams
8 Required Communication: Excellent communication skills to effectively work with cross-functional teams
8 Required Customer Service: Experience in customer service, with strong communication skills.
8 Required Attention to Detail: High level of accuracy and attention to detail in all documentation tasks.
8 Required Training and Support: Experience in training other team members.
8 Preferred Texas Student Data System (TSDS): Experience working with the TSDS and its data collections.
 
III.  TERMS OF SERVICE
 
Services are expected to start 05/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 608 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
