Role Description 

The PHIMS developer will be responsible for designing, developing, and deploying PHIMS

configuration changes, reports, and data migration to support tuberculosis management moving

into PHIMS.


Role Description

 
  • Customization & Configuration: Customize Reports and configuration of PHIMS based on workflows to address business requirements.

  • Collaboration with Stakeholders: Work with business analysts, project managers, and other team members to gather requirements, ensure proper implementation, and meet project milestones.

  • Quality Assurance & Testing: Ensure the quality and performance of all changes by performing testing, troubleshooting, and debugging.

  • Coding and Testing: Write, test, and deploy code to ensure PHIMS configuration and reports meet quality standards of GOM

  • Best Practices & Documentation: Develop and maintain technical documentation, following best practices for version control, release management, and deployment.

  • Data Management: Oversee data migration, data integration, and data quality assurance processes.

  • Project Management: participate in project planning, execution, and delivery, ensuring projects are completed on time.



 

SKILL REQUIREMENTS/QUALIFICATIONS 

A clean criminal record check status will be required at the proponent’s expense prior to the

successful Service Provider Resource(s) arriving onsite or working remotely. Maintaining a

clean status is required throughout the Proponents contract. An enhanced background

check, completed by Manitoba may be required on certain projects due to the confidentiality

of the materials shared to the Proponent. If the proponent fails, they must rectify on their

own cost and time.


The following are minimum qualifications and/or experience for the delivery of the Services.


• Education: 

Bachelor’s degree in computer science, Information Technology, or related field (or equivalent work experience).

 

• Experience:

  • 10 years implementing systems in a health care environment

  • 5 years working with crystal reports

  • 5 years working on HL7 interfaces

  • 5 years working with the Public Health Information Management System

  • Experience working with First Nations health initiatives

  • Proven experience in developing and customizing reports

  • Strong understanding of relational databases (e.g., SQL Server) and data modeling.

 

• Technical Skills:

 
  • Expertise in the Public Health Information Management System, HL7, and crystal reports

 

• Soft Skills:

  • Excellent problem-solving skills and ability to troubleshoot complex technical issues.

  • Strong communication and interpersonal skills, with the ability to engage with both technical and non-technical stakeholders.

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

  • Strong attention to detail and commitment to delivering high-quality results.

 

RESOURCES PROPOSED

 
  • Proponent must complete Appendix D – RESOURCE SKILLS AND EXPERIENCE FORM for each Resource that is being proposed by the Proponent. Supporting comments should be provided to demonstrate how the Resource meets and/or exceeds the outlined experience, education, and skills. Resource current location should be included in the Response Matrix and whether they are ready to re-locate if out of Province or not.

  • Proponent’s proposed resource must have required skills, knowledge, and experience to perform the duties and responsibilities of the role for which they are hired. Manitoba will not provide training, reimburse cost or approve billable time for the training of such skills and knowledge. The examples of such trainings include but are not limited to TOGAF, Salesforce, Microsoft Power BI, Dynamics, .Net, Project Management Institute (PMI), and International Institute of Business Analysis (IIBA).

  • Employee References - Provide a minimum of two (2) references for each Resource being proposed. References should be for experience directly related to the area or expertise for 8 which the Resource is being proposed to provide the Services. References should be included in the Response Matrix.
