DESCRIPTION OF SERVICES
Harris County Housing and Community Development Agency requires the services of 1 Information Technology (IT) Specialist, hereafter referred to as Candidate(s), who meets the general qualifications of Information Technology (IT) Specialist, Technical Services, Help Desk and Operations and the specifications outlined in this document for the Harris County Housing and Community Development Agency.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Harris County Housing and Community Development Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Harris County Housing and Community Development Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Diagnose and resolve technical issues with computer systems, software and hardware. • Install, configure, and maintain computer systems, software and hardware • Troubleshoots and resolves printing and scanning problems. • Oversee the performance of computer systems. • Evaluates hardware or software and recommends improvements or upgrades. • Answers user inquiries regarding software or hardware operations to resolve problems. • Sets up equipment for employee use; performs or ensures proper installation of cables, operating systems or appropriate software including telephone setup. • Conducts computer diagnostics to investigate and resolve problems or to provide technical assistance and support. • Provides technical support, addresses questions and concerns. • Performs routine maintenance on all hardware and software. • Reports and tracks IT related activity and issues. • Assist with network connectivity issues and maintains network infrastructure. • Works with outside IT managed services vendor and software companies regarding all systems. • Perform other duties as assigned.
II. CANDIDATE SKILLS AND QUALIFICATIONS

III. TERMS OF SERVICE
Services are expected to start 07/07/2025 and are expected to complete by a date to be determined. Total estimated hours per Candidate shall not exceed 30 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Harris County Housing and Community Development Agency. Normal business hours are Monday through Friday from 7:00 AM to 5:30 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 1933 Hussion Street Bldg 3, Houston, TX 77003. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Harris County Housing and Community Development Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Harris County Housing and Community Development Agency.
V. OTHER SPECIAL REQUIREMENTS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. • Knowledge of network system installation, maintenance and repair. • Knowledge of computer network hardware, software and peripherals. • Knowledge of computer operating systems. • Knowledge of HCHA’s operations and information technology needs. • Skill in troubleshooting computer software and hardware problems. • Skill in the analysis of problems and the development and implementation of solutions. • Skill in the preparation of clear and precise reports. • Skill in oral and written communication.
