General Characteristics
Application Services is seeking an experienced, highly specialized technical and functional expert for a leadership role on our Electronic Document Management System (EDMS) team. The desired candidate will have a minimum of 5+ years of OpenText eDOCS EDMS experience in a team lead, principal lead technician, or managerial role with highly developed technical, troubleshooting, planning, and implementation skills gained through a thorough knowledge strengthened over time from resolving issues or increasing difficulty. Though not necessary to fulfill the position, programming skills and/or knowledge of .Net or other programming languages and how they interact with various Third-Party code is highly desired. The candidate must possess a demonstrated commitment to continuous learning to keep current with changes and advancements in EDMS, the IT industry, software, and hardware improvements. This is a flex position, and as such, the selected candidate will primarily fill the role of a senior team member or leader who will assist with and advise on complex situations as they occur. The broader perspective of the ideal candidate will serve as a key, hands-on figure who will advise and assist in large-scale upgrades and implementations within FDOT. Helping to collectively develop the standard for the department to take full advantage of its enterprise information and to offer business insight to ensure that FDOT will further capitalize and improve upon the current EDMS system, to positively impact the business process, improve process velocity, reduce risks related to information governance, protect sensitive information, and intellectual property. The candidate in this position will work collaboratively with direct EDMS team members, other strategic development teams and Management as needed regarding decisions that impact the overall upgrading, rollout of the larger projects, building block projects or smaller department functions as needed, to convey and be able to ensure the effectiveness, capabilities and/or limitations that may affect the overall planning,  scheduling, and implementation of deliverables. The candidate will be responsible for the ongoing maintenance and operational support of the EDMS infrastructure, including on-premises servers and any deployment of the EDMS application in the Azure cloud environment. This includes server monitoring, patch management, performance tuning, troubleshooting, and collaborating with the cloud infrastructure teams to ensure high availability, security, and compliance within the cloud platform.




 

Dimensions

Education:

Bachelor's Degree in Computer Science, Business Administration, Communication or related field. 

Experience in a related EDMS/ECM field could be used in place of a bachelor’s degree

 

Experience:

1. Advanced knowledge of OpenText eDOCS EDMS with experience preferably in Leadership, Team Lead, or Principal Lead Technician or Escalations role. Able to confidently guide and advise EDMS team members,  management as needed.

2. Five (5) years of advanced EDMS experience

3. 3 to 5 years of systems analysis/programming experience, working with large-scale implementations, system upgrades, and library consolidations.

4. Experience in minicomputer or client/server environments, including the implementation and support of resource planning, marketing, financial, and distribution systems.

5. High proficiency in analyzing, planning, creating, and implementing document control-related IT tools, databases, and administrative procedures.

6. Has depth and breadth of experience and expertise and uses that expertise to improve the overall project, assignment, or goal.

7. Familiarity and understanding of project management principles, methods, standards, and related artifacts as defined by the Project Management Institute's (PMI) PMBOK standards is a plus.

8. including analysis, administration, maintenance, implementation, and support of EDMS/ECM applications and databases in an intranet and internet environment.

9. Ability to read, write, and/or understand several coding languages, including .NET

10. Familiarity and understanding of project management principles, methods, standards, and related artifacts as defined by the Project Management Institute's (PMI) PMBOK standards is a plus.
 

Tasks and Activities

The activities this candidate will be tasked with include, but are not limited to, the following:

  1. Advanced experience in supporting OpenText ECM eDOCS Version 5.X or higher in a distributed environment.

  2. Perform Library Maintenance and OpenText database table administration tasks using various OpenText Administration tools.

  3. This support will include end-user support, server management, and operational maintenance of EDMS server environments both on-premises and in the Azure cloud.

  4. Maintain and monitor EDMS server environments, including physical and virtual servers in the on-premises data center, ensuring system stability, availability, and performance.

  5. Perform regular server patching, updates, and configuration management to maintain security and compliance standards on all EDMS servers.

  6. Manage and coordinate backup and recovery processes for EDMS data and related databases to safeguard against data loss.

  7. Troubleshoot and resolve server-level and application-level issues affecting EDMS availability and functionality.

  8. Collaborate with IT infrastructure and cloud teams to plan and execute migration of EDMS servers and services to the Azure cloud, ensuring seamless transition and minimal downtime.

  9. Post-migration, provide ongoing operational support, including monitoring Azure cloud-hosted EDMS instances, applying cloud-specific best practices for performance, security, and disaster recovery.

  10. Develop and maintain technical documentation related to server environments, maintenance procedures, and cloud configurations.

  11. Develop training materials for a diverse knowledge base and perform remote and/or onsite training for users throughout the Department.

  12. Facilitate the resolution of complex technical issues, planning, implementation, and all areas of EDMS by analyzing.

  13. Serve as liaison and/or principal EDMS Representative when working with business offices and communicating with corporate customers via telephone, written correspondence, or electronic service regarding finding resolutions to technical problems presented.

  14. Provide well-formed suggestions, solutions, and/or alternatives for third-party applications that interact with EDMS.

  15. Collaborate on cross-team and cross-product technical issues by working with resources from other groups as needed to resolve customer issues.

  16. Consult with staff on issues requiring further work or investigation.

  17. Perform other duties as assigned.

  18. Provide support and coordination of logistics for conferences, meetings, conference calls, and other events.

  12. Ability to work independently in technical analysis, evaluation, and resolution of large Enterprise application production issues or problems, with little or no assistance, and to make decisions and recommendations to remediate those issues or problems.  

  13. Ability to analyze processes and workflows to design efficient information solutions.

  14. Ability to develop and manage information systems documentation in accordance with the Department’s standards.  

  15. Knowledge and experience in maintaining and managing server environments, including both on-premises infrastructure and cloud platforms such as Microsoft Azure.

  16. Familiarity with cloud computing concepts, including Azure virtual machines, storage, networking, security, and best practices for application hosting.

  17. Experience with server patching, performance monitoring, backup and recovery, and troubleshooting in hybrid server/cloud environments.
