Project Manager/Leader - Senior
Summary:
Join our team as a Project Manager to lead high-profile, complex I&IT initiatives. You’ll oversee large-scale modernization efforts, ensuring project deliverables align with business requirements, budgets, and timelines. Leveraging Agile methodologies and Azure DevOps, you will manage cross-functional teams, data migration projects, and Power Platform/low-code solutions. Responsibilities include stakeholder communication, risk management, and compliance with OPS project frameworks. This hybrid role (3 days onsite) requires expertise in system integration, accessibility standards, and governance processes. Ideal for professionals with a strong background in project leadership, strategic planning, and technical execution within enterprise environments.
 
Description

Responsibilities:

 

  • Provide project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives.
  • Ensure project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks.

 

Core Skills:

  • Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
  • Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multitier complex product development environment
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Lead organizational development, strategy development, business planning, and Ministry funding requests
  • Create and maintain a detailed project schedule and/or integrated plan.
  • Develop complex project budgets based on multiple funding channels and cross ministry dependencies
  • Act as the technical advisor/expert on all aspects of a specific deliverable
  • Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Experience with the various software development methodologies such as Agile/Scrum and waterfall
  • Familiar with Ontario Digital Standards act and guidelines for digital government.
  • Resolve resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Demonstrated experience with requirement management, quality assurance and change management processes and tools
  • Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Experience and Skill Set Requirements

Core Skills - 30%

  • Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
  • Experience facilitating agile ceremonies including daily scrum meetings, sprint planning, story time, and grooming sessions for project planning and team alignment.
  • Experience with backlog grooming to prioritize tasks and refine project requirements.
  • Experience developing readiness and stabilization plans for MVP releases.
  • Demonstrated experience in coordinating and planning of the modernization of large, complex multi-platform, multitier complex product development environment
  • Experience leading a cross-functional, matrix-style team, including developers, data analysts, business analysts, QA testers, managing task assignments and project deliverables while coordinating with functional department leads.
  • Develop complex project detailed plans/schedules and budgets
  • Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Resolve resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Experience in articulating and prioritizing issues and risks at senior executive levels and recommends mitigation strategies for decision makers
  • Familiarity with the OPS Strategic Planning Process
  • Stakeholder management

Technical Skills – 35%

  • Experience in managing Power Platform/low code projects
  • Experience working with Azure DevOps to: Plan/assign resources, update Azure DevOps process settings to support unique workflows
  • Experience with leading data projects such as data migration to: plan and execute data and document migration strategies, and develop a decommissioning plans
  • Experience planning and facilitating go/no-go meetings to ensure informed decision-making at critical milestones.
  • Experience working closely with the infrastructure team to coordinate/support the validation and dependencies of the various environments required for technology solutions
  • Experience leading testing activities to implement the Accessibility for Ontarians with Disability Act (AODA)
  • Act as the technical advisor/expert on all aspects of a specific deliverable

 

Project Management and Communication Skills - 35%

  • Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
  • Experience with providing updates to various stakeholders related to:
    • Digital First Assessment (DFA)
    • Privacy Impact Assessment (PIA)
    • Threat Risk Assessment (TRA)
    • Penetration Testing (PEN Test)
  • Demonstrated Experience with various project management tools, Azure DevOps producing project planning and coordination documentation (Business Case, Processes, Charter, Integrated project plan, Migration plans, schedules, project kick off materials, roadmaps etc.)
  • Experience in leading training sessions for business teams to ensure smooth adoption of new systems and processes.
  • Experience collaborating with the product owner to prioritize the product backlog
  • Excellent communication and written skills
  • A team player working well under stress and tight deadlines
