Project Description:
Shared Health leads the planning and coordinates the integration of patient-centred clinical and
preventive health services across Manitoba. The organization also delivers some province-wide
health services and supports centralized administrative and business functions for Manitoba
health organizations.
The Process Improvement Office (PIO) supports the Ministry of Health by streamlining
processes and improving efficiencies in health systems across Manitoba. The PIO works
collaboratively with the Department and Service Delivery Organizations as well as educational
institutions and clinical experts to ensure healthcare resource needs and priority initiatives are
supported. To be successful, the PIO requires proven project and healthcare leadership with
broad jurisdictional experience across multiple areas of clinical delivery and business functions
to drive strategic and sustainable outcomes, enable the work of partner service delivery
organizations, and provide centralized project functions.
As part of the PIO, the Health Care Retention and Recruitment Office (HCRRO) reports to
Manitoba Health, Seniors, and Long-term Care and is responsible for recruitment and retention
of health care employees including physicians, nurses, paramedics, health care aides and allied
health professionals in the province of Manitoba. Working in collaboration with Service Delivery
Organizations (SDOs) and other areas of government, the HCRRO will increase health system
resources by addressing barriers to recruitment, simplifying processes, and implementing
modern recruitment and retention strategies.
The project focus will be on establishing and supporting systems to recruit individuals living in
Manitoba but not working in the health system, as well as Manitobans studying or working
outside the province. New initiatives will include working with regulatory colleges and other
departments in government to increase training and learning opportunities to create clear
pathways to meet licensing requirements.
Mandatory Qualifications
1. Must have Chartered Professional Accountant (CPA, CMA) designation. (Also Provide proof
along with Submission)
2. A post-secondary degree in a discipline such as business administration, finance and
economics from an accredited educational institution.

3. Data management certification.
(Proof of the certification is requested with the response.)
4. Robotic Process Automation certification.
(Proof of the certification is requested with the response.)
5. Python Programming certification.
(Proof of the certification is requested with the response.)
6. 10+ years’ experience in a mid-to-senior management role leading enterprise-wide
corporate services and finance functions including forecasting, measurement, and reporting
in a large publicly funded enterprise. The response should include at least 2 examples
including duration of the work that totals at least 10 years.
7. 5+ years’ experience managing and reporting on both capital and operating budgets. The
response should include at least 2 examples including duration of the work that totals at
least 5 years and that specifies the nature of the work being either operating or capital.
8. 6+ years’ experience in cost/benefit analysis. The response should include at least 2
examples including duration of the work that totals at least 5 years.
9. 5+ years’ experience in writing business cases. The response should include at least 2
examples including duration of the work that totals at least 5 years.
10. 5+ years’ experience overseeing financial planning and reporting in a health-care
environment. The response should include at least 1 example including duration of the work
that totals at least 5 years.
