Requirement Detail/Qualifications

Business Consultants at Experience Level 2 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes, and have created and followed a change management plan to move from an ‘as is’ state to the ‘to be’ state; where they reported to senior managers, and had managers and senior technical and business staff assigned to the project contracted to or reporting to them, and where they managed effective communications with project stakeholders at all levels from diverse business units. Business Consultants at Experience Level 2 have the skill sets of Business Consultants at Experience Level 3, as well as expertise in project management, business process analysis, and change  management.

 

MUST have a strong knowledge of Cerner. Resources without Cerner experience will NOT be considered; PathNet, CoPath, Blood Bank, etc. Foundational awareness of PowerChart and CPOE designs / workflows considered to be an asset.

• Willingness to be adaptable within a quick paced and highly dynamic environment; flexibility to adjust work to reflect organizational prioritization of various initiatives required.

• Expectation is the candidate is fully available to the IHealth project and will follow PST work hours.

• Applies knowledge to improve operational workflows, streamline processes, and support strategies. Consults and advises on advanced features, functions, and proper uses of Cerner applications and core systems. Applies in-depth knowledge of operations, expertise from previous implementation experiences to assist with assessment, development and support of workflows.

• Strong skills in performing system configuration, running system audits/queries and other designs.

• Expectation is that the consultant is able to self-direct, identify tasks that are required to be performed and be a strong leader/advocate of change.

• The role is expected to leverage experience from previous implementations to help inform project plans, identify issues/risks, outline and detail system solutions, define future state workflow amongst other responsibilities.

• Focus is on workflows in ambulatory clinics and acute care units as they pertain to lab order management including but not limited to encounter/ADT impacts on orders, order activations, requisition printing and processing, specimen collection workflows including aspects such as collection resolution/collection inquiry, collection run times and label management, lab order sets, internal vs externally executed orders, result display, messaging and reporting.

• Collaborate with Lab Informatics team that is responsible for LIS applications and intra-lab workflows (working in the LIS and defining intra-lab workflows are out of scope for this role). Communication with Lab Informatics to ensure operational awareness and preparedness for upcoming changes is expected.

• Direct and recommend system solutions to internal teams, operational leadership, clinicians, professional organizations, departmental partners and other key stakeholders.

• Contributing to end to end laboratory workflows by working with clinical SMEs, informatics and Cerner application specialists as required (Visio used).

• High degree of awareness of the interconnectivity of workflows and system designs/functions in complex healthcare environments and ability to identify key dependencies and inputs required for successful future state definitions of both workflows and system designs.

• Produce detailed and thought-out content, including SBAR formatted decision tickets, to support expedient decision making with governance boards.

• Demonstrate strong interpersonal skills in working regularly with co-workers, other teams, end users, department managers, vendors, and leadership.

• Collaborates and participates in conversations with medical and operational lab staff as well as the Technical Coordinator/Manager, Laboratory Informatics in the planning, implementation, and monitoring of services, policies, processes, and procedures as related to the use of Laboratory Information Systems (LIS).

• Assists in the coordination and maintenance of Laboratory Information Systems (LIS) providing leadership to the Laboratory Informatics team and participates in process and procedures as part of the integrated clinical informatics team.

• Works within the established change management processes, including taking tickets to change advisory/change review boards. 7

• Assists in the identification, development, and documentation of new and changing functions, and processes in Laboratory Informatics. Contributes to DCW content and maintenance as required.

• Understands and utilizes appropriate escalation process and procedures and assists in the identification and documentation of issues that require escalation.

• Undertakes tasks, duties and assignments as delegated by the Technical Coordinator and Manager, Laboratory Informatics.

• Responsible for supporting computer systems/applications for Island Health. Ensures the efficient and effective operation of laboratory information systems (LIS), including design, documentation, development, and building of new system application components.

• Participates in various levels of testing (functional, integrated, acceptance) including test planning, test script writing and execution. Operational, system, and acceptance testing.

• Acts as a specialist resource to medical technologists by troubleshooting LIS errors and problems, including providing direction to colleagues and staff on steps required to correct and resolve.

• Provides user support for new implementations and updates of LIS, such as “Go Live” implementations, including attending meetings and providing specialist expertise and advice to the Laboratory Informatics team and other key stakeholders.

• Contribute as required to LIS end user application training scripts and support training delivery.

• Supports day-to-day Informatics operations, resolving most issues independently by ensuring effective planning, including monitoring the scheduling of work assignments for designated staff and identifying utilization issues. Reports opportunities for improved efficiencies, ongoing deficiencies in systems, programs, services, and resources, and significant concerns to Technical Coordinator/Manager.

• Experience with JIRA and/or Confluence considered an asset.

 

Consultant Qualifications Skill Sets and Qualifications:

• Minimum 7+ years’ experience as a clinical or applications analyst, computer technician in a healthcare setting required.

• Minimum 5+ years’ experience establishing laboratory CPOE workflows in ambulatory care and acute care settings with Cerner EMR solutions; must have experience in implementing workflows that occur outside of the laboratory department.

• Must have strong experience with CPOE lab workflows in PowerChart. Knowledge of LIS’ is a benefit, but not required.

• Have a broad knowledge level of healthcare Information Technology (IT) principles, best practices, and an in-depth understanding of lab workflows to complete moderate to highly complex and multi-faceted assignments.

• Strong experience with defining future state laboratory CPOE workflows throughout the full laboratory lifecycle, with particular focus on pre and post analytic phases.

• Involvement with large scale EMR implementationsin fast paced environments.

• Experience driving transformational changes in healthcare environments working closely with physicians, nurses, clerks, ancillary department staff, and other key partners.

• Experience translating future state workflowsto Cernersystem designs.

• Familiar with change management/incident management processes.

• Proven ability to lead transformation within highly complex EMR implementation projects. Proven history of coordinating in a team-based project to produce high quality deliverables.

• Providing expert consultative guidance and direction on change initiatives, effectively dedicating time across more than one project, and meeting established deadlines.

• Proven familiarity of testing as it pertains to laboratory CPOE designs. Proven proficiency developing test scenarios and scripts for integrated ancillary applications and core systems.

• Strong awareness of common problems associated with implementation of lab CPOE workflows and leveraging this experience to create future state workflows that avoid problems to ensure high levels of user satisfaction.

• Demonstrated high energy levels and tolerance of tight deadlines, time pressures, and ambiguity. Ability to work independently with minimal direction.

• Demonstrated effective communicator for purposes of interpersonal relations to understand and identify project needs and overall objectives.

• Applicable bachelor‘s degree in or equivalent work experience.

• Experience in large scale, fast faced healthcare environments.

• Must have strong Knowledge Cerner PowerChart and related functionality that supports Laboratory CPOE. LIS knowledge an asset but not required.
