Change Management Consultant, Zero Trust

Project Description:

The purpose of the VRP is to request qualified Candidates for a Change Management Consultant, Zero Trust who will support the change management strategy and activities for BCLC's comprehensive cybersecurity program.

The purpose of the VRP is to request qualified Candidates for a Change Management Consultant, Zero Trust who will support the change management strategy and activities for BCLC's comprehensive cybersecurity program. This role will work strategically with leadership to successfully support responses to change, coaching and guiding them as they navigate the transition with their people.

The consultant plays a key role in ensuring critical changes needed to implement the new cybersecurity model demonstrate best practices and are supported by focusing on the people side of change to increase employee adoption and engagement and achieve desired cybersecurity objectives. 

Refer to Section 3 for the VRP requirements including qualifications and services to be provided.

BCLC is interested in selecting 1 Candidate under the VRP. BCLC does not make any guarantee of the value or volume of work that may be assigned to a successful proponent and reserves the right to select and contract with multiple proponents for the VRP process as needed.
 

TERM

The engagement is expected to start on September 02, 2025 and last 12 months with the possibility of extension. 

* BCLC prefers Candidates with start date that is on or before the expected start date but may consider Candidates with a later start date. 

REPORTS TO: Director, People Engagement & Organization Development
 

TECHNOLOGY REQUIREMENTS:
BCLC will not be providing laptop to the successful candidate. BCLC will provide a login for a Virtual Desktop that the candidate can use on their own laptop. It will work with both Windows and MacOS.

 

QUALIFICATIONS

·         The successful Candidate should demonstrate the following qualifications and experience (the “Qualifications”):

·         Bachelor’s degree in business administration, Cybersecurity, or a related discipline.

·         6+ years of relevant experience in change management, with a focus on IT or cybersecurity initiatives.

·         Experience working with and leading cross-functional teams in technology-driven transformations.

·         Change Practitioner Certification (PROSCI, CCMP or similar).

·         Cybersecurity certifications (e.g., CISSP, CISM) or demonstrated knowledge of cybersecurity principles.

·         Company has an existing (at time of submission) and ongoing contract with Candidate.
 

PREFERRED SKILLS

•              Public Sector experience is an asset. 

•              Advanced knowledge of change management principles and methodologies. 

•              Strong understanding of cybersecurity principles and their organizational impacts. 

•              Solid ability to interpret cybersecurity data and make data-driven recommendations. 

•              Advanced technical writing skills, able to create reports and documentation for both technical and non-technical audiences. 

•              Familiarity with agile methodologies in the context of cybersecurity implementations.

 

SERVICES

The successful Candidate will: 

·         Act as a subject matter expert, leading and supporting change management strategies and activities specifically for the cybersecurity initiative. 

·         Advise, empower, and provide guidance to leaders and teams on implementing change management strategies and plans related to cybersecurity adoption. 

·         Adapt and apply BCLC's change management framework, processes, and tools to help drive successful change in the context of cybersecurity implementation. 

·         Conduct stakeholder analysis and change readiness assessments specific to the cybersecurity transformation, defining and understanding the change impacts and potential barriers for successful implementation. 

·         Develop and continuously improve the change management plan and tools based on stakeholder feedback and input, tailored to the unique challenges of cybersecurity adoption. 

·         Maintain an understanding of emerging trends and best practices in both change management and cybersecurity models. 

·         Provide guidance in decision-making around cybersecurity-related change impacts, engaging stakeholders at all levels to gain their support in championing the new security model. 

·         Foster trust and credibility through ongoing, clear communication about the cybersecurity initiative, its benefits, and its impacts on the organization.

·         Other tasks as reasonably required by the BCLC Project Manager. 

 

SCHEDULE:

The successful Candidate will provide up thirty-seven and a half (37.5) hours per week of services, Monday to Friday between the hours of 8:00 am and 5:00 pm Pacific Time, excluding statutory holidays in British Columbia, or as otherwise agreed to by the parties in writing.

Evaluation Process

Evaluation of Proposals will be by a committee formed by BCLC and may include employees and contractors of BCLC and other appropriate participants. 

BCLC will evaluate Proposals submitted on or before the Closing Time as follows:

1.      Each Candidate will be evaluated based on the Candidate’s qualifications and the hourly rate (the “Initial Evaluation”).

2.      After the Initial Evaluation, BCLC intends to interview, at minimum, the three highest scoring Candidates (the “Shortlisted Candidates”). Refer to Subsection 2.3 for information regarding the interview.

3.      After interviews, BCLC intends to enter into a statement of work with the 1 highest scoring Shortlisted Candidate(s). BCLC reserves the right to enter into a statement of work with additional highest scoring Shortlisted Candidates if necessary to meet BCLC resourcing needs.


Interview 

Interviews will take place virtually via Microsoft Teams. The proponent will be notified of the proposed date, time, location and format approximately one week in advance of the interview. All costs associated with the interview will be the sole responsibility of the proponent.
 

Clarification

BCLC may clarify any information within a proponent’s Proposal as required, by whatever means is required (“Clarification”). Clarification of information is at the sole discretion of BCLC. Clarification from one proponent does not obligate BCLC to require Clarification from any other proponent.

Candidate References

1.      BCLC may conduct reference checks for Candidates if deemed appropriate at the sole discretion of BCLC. BCLC reserves the right to reject any Candidate due to unsatisfactory references and to reject any Candidate that does not provide references that meet the requirements in Subsection 2.5.2.
